Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been defused. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are fought: hopeful statements are delivered from multiple capitals. Significant resources is expended on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a capacity afforded by up-to-date information. From vantage locations, military aircraft that had been dispatched to engage hostile cruise missiles flew past – modern combat jets provided to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through Western nations. Every firing creates sudden vibrations, causing tremors. The brief panic quickly transforms into resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.
Continuous Dangers
Soon after, a large-caliber weapon fired at a drone close by, part of a defensive team – most likely Western-made equipment. Regrettably, the bullets missed the opposing UAV – it pressed on overhead toward its objective.
Intermittently, this continued until dawn. Kyiv awoke to the morning news: several casualties, destruction and heating outages in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's essential dependence on international aid – a reliance that European nations are clearly incapable to fill in the short term.
Failed Diplomacy
The detailed framework from Washington provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new approach from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, endure.
Strategic Calculations
It is easy to blame certain parties of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership functions according to a principle familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government assumes that it is unrealistic to force Russia to surrender the land that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, American administration does nothing to deter Moscow, through words or deeds, from believing that the situation will not change more in its benefit in the months ahead.
Divergent Views
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their incentive to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a entire defensive failure until situations evolve in its benefit.
Current Realities
Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are driving the talks.
Summary and Prospects
It took a only one week to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.
While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on continued Western support.
